Meeting Purpose: To discuss the results of the Assessment of Corrective Measures for the BFI Waste Systems of North America, Inc., Charlotte Motor Speedway, Landfill V.

A groundwater Per- and Polyfluoroalkyl Substances (PFAS) Assessment of Corrective Measures (ACM) – Revision 1 was submitted to the North Carolina Department of Environmental Quality (DEQ) on August 18, 2026, which evaluated methodologies available to mitigate certain environmental impacts at the BFI Waste Systems of North America, Inc.-Charlotte Motor Speedway, Landfill V.

The ACM was developed in accordance with applicable DEQ rules and pursuant to correspondence from DEQ. The primary purpose of the ACM was to provide descriptions and discussions of viable alternatives for mitigating impacts to groundwater in accordance with the assessment of corrective measures process described in DEQ Rule 15A NCAC 13B .1635.

According to the Notice of Regulatory Requirements (NORR) for Contaminant Assessment and Cleanup dated November 21, 2024, 15A NCAC 02L – Groundwater Classifications and Standards – requires corrective action to be taken by any person who has conducted or controlled an activity which has resulted in a discharge of contamination and/or which has caused an exceedance of applicable groundwater standards. 15A NCAC 13B .0201(j) states in part that any solid waste facility permitted by the Division is subject to all requirements of 15A NCAC 02L.

Review of groundwater data indicated that select PFAS compounds exceeded their respective groundwater quality standards at various wells. In accordance with 15A NCAC 13B .1635(d), BFI Waste Systems of North America, Inc.-Charlotte Motor Speedway, Landfill V is now required to conduct a public meeting by at least December 17, 2026 to discuss the results of the ACM.

The Public Meeting is scheduled to take place from 2-4 PM on Tuesday, September 29, 2026, at the Frank Liske Park in the upper level of the Barn.
